Faith, Hard-Work, Determination!
My name is Randy Halstead and over the next several months, my goal is to share my story with you and explain my desire to represent you and your family in the West Virginia House of Delegates. I was born in 1953 in Boone County, West Virginia to a large family – one of eleven children.
Although my Dad worked hard to provide for our family, there were still many times when ends couldn’t be met. We (the kids) would dig ginseng in the woods to help pay for our shoes for the school year. I remember, when I was in 5th grade, I had a pair of worn-out shoes with holes in them. One day while I was in the classroom, there was a knock at the door. My teacher, Mrs. Griffith, opened the door to see the secretary. She began whispering to Mrs. Griffith, who in turn, told me that I was needed in the principal’s office. I was scared! I had never been called to the office before and thought I had done something wrong. The principal motioned me into his office. As I sat down, he pointed over to the corner of his desk and there was a box of shiny shoes. To my surprise, the principal said, “They’re yours!” This act of compassion stuck with me throughout my whole life even until this day.
As a young adult, I began working in the coal mines. Like my dad, and his father, I felt a since of obligation to work in the mines. After 14 years of hard labor, I decided to risk everything. With $150 in my pocket and a $1,500 loan from a local finance company, I started my first business. “Randy’s” started out as a local feed and recycling business. After investing and building my company, we expanded and rebranded into ‘Capitol Recycling’ which grossed over $5M last fiscal year.
Through the success of my business, I was able to reflect on that childhood memory of being given shoes when I desperately needed them and put that message into action. My sons and I started “Warm Hearts Charity” purchasing hundreds of pairs of shoes which were donated to local schools for impoverished children.
Now is the time for a new journey and this journey involves you. I have lived the American dream and I want to do my part to make sure the next generation can move upward in the way that I have throughout my life. With an enduring faith in Jesus Christ, hard-work, and a determination to get the job done, I believe I am best suited to represent you and your family in the West Virginia House of Delegates.
Randy lives in Jackson County with his wife Pam and dog, Luke.
“Unborn children should have the same protections as children who have been born.”
I believe:
- Life is precious and neither government nor any person has the right to extinguish innocent life.
-We should maintain our state’s current abortion law which boldly stands for the right to life.
- That returning the issue of abortion back to the individual states is crucial and applaud the Supreme Court’s decision in overturning Roe v. Wade.
“The right to bear arms is sacred. There’s no way around that fundamental fact regardless of what any politician may say.”
I believe:
- 2nd Amendment Rights can never be limited and I would never vote to ban any firearms.
- Liability lawsuits against gun manufacturers are foolish and individuals who break the law while using a firearm should be held responsible for their individual actions not the manufacturers who make the firearms.
- The bank and credit card policy of screening firearm sales are morally wrong and unconstitutional.
- Against so-called 'Red Flag Laws' which strip firearms away from individuals without due process.
“From family to the workplace, I believe in personal responsibility in all things.”
I believe:
- Our nation was founded upon Judeo-Christian values and the departure from these values has put us on the wrong path, weakened our family units, and caused social unrest.
- Expanding care for mothers, unborn children, and children post-birth is crucial to a functioning society.
- Defending religious liberty is a primary responsibility of government.
“It shouldn’t be a controversial statement to say that a man is a man, a woman is a woman, and children shouldn’t be taught to hate each other.”
I believe:
- Women’s sports should only include biological females.
- The radical gender ideology and sexual indoctrination of our children must be stopped and cast into the dustbin of history.
- The weaponization of government through the judicial assault of President Donald Trump and other conservative voices is a threat to our individual freedoms in our country.
- We should unleash Energy Independence by using the God-Given natural resources we have beneath the ground and not be misled by a Green New Deal fantasy.
I believe:
- Parents should be the ultimate decision makers in their child’s education because parents, not government nor special interest groups, know what's best for their children.
- We should raise pay for qualified public school teachers and redirect funding and resources from the bureaucratic top level to the classroom.
- Children should not be taught to hate each other through divisive ideas. In the Legislature, I would vote to ban Critical Race Theory.
"As a business owner, I have had to navigate the bureaucracy and when elected to the Legislature, I will try to make this state more business friendly, especially for small businesses."
I believe:
- We should unleash the free-market by cutting regulations and lowering taxes.
- West Virginia is uniquely positioned to become an energy producing leader in our nation.
- Investing in Infrastructure and rebuilding our population loss is key to success.

The National Rifle Association (NRA) has given an "A" rating for my candidacy to the House of Delegates. Our 2nd Amendment rights are absolute and are fundamental to who we are as a people.
With Delegate Jonathon Pinson (R-Mason/Jackson). Delegate Pinson has been a fighter for religious freedom, protecting the unborn, and defending Christian-Conservative values.
